Material Disclosure:The Hamashgiach application is a Parental Control application designed exclusively for use by parents or legal guardians to monitor and supervise their minor children's use of mobile devices. The application is classified as a Monitoring Tool in accordance with Google Play's Stalkerware and Monitoring Applications Policy.
Application Purpose and Permitted Uses
- The application is intended exclusively for use by parents or legal guardians to monitor devices of their minor children under their legal responsibility.
- Using the application to track a spouse, partner, employee (outside of authorized organizational management), or any other person is strictly prohibited, even if that person has given consent.
- The application is not a spyware tool, covert surveillance tool, or hidden tracking solution of any kind.
- The application does not hide its presence on the monitored device, does not disguise its monitoring activity, and does not mislead users regarding this functionality.
Monitoring and Supervision Capabilities
The following is a complete and detailed list of the application's monitoring and supervision capabilities:
- App Monitoring and Blocking: The application monitors which apps are running on the child's device in real time and allows the parent to block or allow specific apps using an allowed apps list (Whitelist).
- Internet Content Filtering: The application operates a local VPN service for DNS-based content filtering, blocking access to sites defined as inappropriate, including adult content and malware sites.
- Screen Time Management: The application allows the parent to set device usage time limits, including daily schedules and per-app limits (in premium plans).
- Viewing Installed Apps List: The application syncs the list of apps installed on the child's device to the management server, to enable blocking decisions by the parent.
- Remote Device Management: The application allows the parent to manage device protection settings remotely, including blocking Safe Mode, factory reset, installation from unknown sources, and USB debugging.
- App Hiding: In Device Owner mode, the parent can hide certain apps from the device interface — identical to the functionality offered by Google Family Link.
Persistent Notification and Transparency
- The application displays a persistent notification in the device's notification bar at all times while it is running, informing the device user (the child) that parental protection is active.
- The application is identified by a distinctive and visible icon that appears in the notification bar, app drawer, and home screen — so its presence cannot be hidden.
- The application does not allow removal of the persistent notification, its cancellation, or masking its presence in any way.
- When blocking an app, a clear and explicit blocking screen is displayed to the device user, stating that the app was blocked by parental protection.
Informed Consent and Legal Requirements
- Installing the application on a child's device requires explicit and informed consent from the parent or legal guardian, given during the registration and device linking process.
- The parent or guardian declares that they have the legal authority to monitor the said device and that the child is under their parental or supervisory responsibility.
- The user bears full and exclusive responsibility to ensure that use of the application complies with all applicable laws in their country of residence and relevant jurisdiction, including privacy laws, child protection laws, and electronic monitoring legislation.
- The company bears no responsibility for use of the application in violation of the terms of use, in violation of applicable law, or for any purpose other than legitimate parental supervision of minors.
Information Collected During Monitoring
As part of monitoring activities, the application collects and processes the following types of information:
- Installed Apps List: Names, package identifiers (Package Names), and icons of apps installed on the child's device — for display in the parental dashboard and blocking decisions.
- App Activity Status: Identification of the app running in the foreground in real time — for blocking rule enforcement only. This information is not stored on servers and is processed locally on the device only.
- DNS Queries: Domain name queries are processed locally for content filtering. The actual traffic content is not read, stored, or transmitted.
- Aggregate Usage Data: Daily usage time summary (in plans that include screen time management) — for display in the parental dashboard.
- Device Details: Device model, operating system version, and unique identifier — for linking the device to the parent account and remote management.
Restrictions and Information Not Collected
The application does not perform and does not enable the following actions:
- The application does not read text messages (SMS), emails, in-app messages (such as WhatsApp), or any other personal correspondence.
- The application does not record phone calls, video calls, or any voice communication.
- The application does not capture the device screen, does not take screenshots, and does not record video from the camera.
- The application does not read the content of web pages the child visits and does not store browsing history.
- The application does not access personal files, photos, videos, or any other stored content on the device.
- The application does not enable remote listening, remote camera activation, or any covert access to the device.
- The application does not provide any means to activate or access functionality that violates Google Play policy terms, including referral to APK files that do not meet requirements and are hosted outside of Google Play.
Compliance with Google Play Policy Requirements
The application complies with all Google Play policy requirements regarding monitoring applications, including:
- The application is defined as a parental monitoring tool (child_monitoring) using the isMonitoringTool flag in the manifest file.
- The application does not present itself as a spyware or covert tracking solution.
- The application does not hide its monitoring activity and does not mislead users.
- The application displays a persistent notification and a clear distinctive icon at all times while running.
- The monitoring functionality is clearly described on the application's Google Play Store page.
- The application provides a prominent disclosure and obtains consent as required by the user data policy.
Hamashgiach Management System
Important Disclosure Regarding Accessibility Services:This application uses accessibility services to provide real-time protection. We use this service to:
- Detect when blocked apps are opened and close them.
- Prevent changes to critical system settings (such as developer options or device admin removal).
- Detect attempts to bypass the blocking (such as using pop-up windows or split screen).
Information observed through the accessibility service is not stored on our servers and is not transmitted to third parties. It is used solely for local blocking decisions on the device.
Important Disclosure Regarding VPN Service:The application uses a local VPN service to provide DNS-based content filtering.
- The VPN service filters requests to websites and servers defined as inappropriate.
- The actual internet traffic is not stored or read by us.
- Filtering is performed at the DNS level only.
Information We Collect

Hamashgiach Browser
The Hamashgiach Browser is a secure internet browser designed for families. The browser includes an advanced content filtering system that protects users from inappropriate content.
Core Privacy Principle:The browser operates in local mode only. All filtering is performed on the device itself. We do not collect, store, or transmit any personal information, browsing history, or usage data to external servers.
Required Permissions and Their Use
The browser requires several permissions for proper operation. Below is a detailed explanation of each permission:
Internet Access (INTERNET, ACCESS_NETWORK_STATE)
Why required: To load web pages and check network connection status.
Data usage: The browser visits the websites you request. We do not store or transmit your browsing history.
Camera (CAMERA)
Why required: To allow you to upload photos to websites directly from the camera (e.g., contact forms or profile picture uploads).
Data usage: Photos are sent only to the website you choose to upload them to. We do not store or view your photos.
Storage (READ/WRITE_EXTERNAL_STORAGE, READ_MEDIA_IMAGES/VIDEO)
Why required: To allow you to upload files, photos, and videos from your device to websites, and to save downloaded files.
Data usage: The browser only accesses files when you explicitly select them. We do not scan or transmit your storage contents.
Location (ACCESS_FINE_LOCATION, ACCESS_COARSE_LOCATION)
Why required: Certain websites (such as maps and weather services) require access to your location.
Data usage: Your location is sent only to the specific website you chose to share it with. We do not store or track your location.
Microphone (RECORD_AUDIO)
Why required: Certain websites (such as video call services or voice messages) require microphone access.
Data usage: Audio is sent only to the website you chose to share it with. We do not record or listen to your calls.
Downloads (DOWNLOAD_WITHOUT_NOTIFICATION)
Why required: To allow you to download files (documents, images, etc.) from websites.
Data usage: Files are saved to the downloads folder on your device. We do not track or view the files you download.
Notifications (POST_NOTIFICATIONS)
Why required: To notify you about completed downloads and important browser events.
Data usage: Local notifications only. We do not send remote notifications or track your behavior.
Vibration (VIBRATE)
Why required: To provide haptic feedback (vibration) when pressing buttons and during certain actions.
Data usage: Local functionality only, no data collection.
Filtering System
The browser includes an advanced content filtering system that operates on the device:
- Website Blocking: The browser uses a built-in blocked websites list to block inappropriate websites.
- Image and Video Blocking: By default, the browser blocks images and videos on websites (except for recognized and safe websites).
- Keyword Filtering: The browser checks page content for inappropriate keywords and blocks access to them.
- All Local: All checks and filtering are performed on the device. Page content is not sent to external servers.
What We Don't Do
- We do NOT store your browsing history

- We do NOT share your activity with third parties
- We do NOT record or listen to calls or audio
- We do NOT view or store photos you upload or files you download
Local Data Only
The browser stores certain data on the device itself for proper operation:
- Open Tabs: The list of tabs you opened is saved on the device to restore them when reopening the browser.
- Cookies: Websites store cookies on the device for login and preference retention. Cookies remain on the device and are not transmitted to us.
- Cache: The browser stores temporary files from websites on the device to improve loading speed.
All of this data remains on your device only and is not sent to our servers.

The Hamashgiach Management System is designed exclusively for use as a Parental Control application, enabling parents or legal guardians to monitor and manage their minor children's use of mobile devices.
- The application may be installed on devices used by minors, but only by virtue of parental or legal guardianship authority.
- The parent or guardian is the sole account holder and decision-maker regarding monitoring and blocking settings.
- All information collected during monitoring is displayed only to the parent or guardian account holder and is not accessible to third parties.
- The user undertakes not to use the application to monitor any person who is not a minor under their legal parental responsibility.
The Hamashgiach Browser does not collect any personal information, whether from minors or adults.
